Communities at Risk Register 2025 – Present Day (CaRR)
The Communities at Risk Register (CaRR) has been developed to provide an objective means of identifying risk and prioritising flood risk management activities at a Wales-wide, community level. It applies a standard methodology across all flood sources to calculate a theoretical ‘danger score’ that allows comparative risks to be quantified and ranked (from High to Low). The CaRR comprises a spreadsheet that identifies and ranks individual communities for, 1. a natural, ‘undefended’ scenario, and

Useful for
- Use cases llm-inferred
- Wales-wide community flood risk screening to shortlist areas for FRM or FRA context · Ranking communities by danger score to prioritise survey or appraisal effort · Comparing undefended and managed scenario rankings for defence or flood warning options · Attributing a GIS community layer with danger scores for flood risk mapping and reporting
- Audience llm-inferred
- flood consultants · hydrologists · GIS analysts · planners · drainage engineers
Limitations
- Constraints llm-inferred
- Danger scores are theoretical, not measured or modelled event outcomes · Coverage is Wales only · Updates are as needed, so currency is not guaranteed · Spreadsheet file format is not specified in the docs · Licence statements conflict between entry metadata (NRW/CNC rights reserved, OS data) and the portal (licence not set) · Time span of the underlying data is not stated
